A. Yes, with v23 you can now use the Global Rough/Rerough toolpath without a stock model.
You now have the ability to calculate a Global Rough/Rerough toolpath without a stock model by defining the area to rough according to a window, a view or a boundary curve and then specifying a user defined start height or by selecting a Z plane from the part data. This new function works with both 3-axis and positional toolpaths.
